Rafael Frias is a Client Director with the global water business of Black & Veatch Corporation. In this role, he has commercial responsibility for business development, strategic planning, contracts negotiation, operations management and profitability of the Company’s Water business for Florida and the Caribbean. In 2010, he established Black & Veatch’s South Florida operations, which currently deliver water infrastructure projects in Miami-Dade, Broward, Palm Beach and Monroe Counties, as well as in Puerto Rico.
During his career, Rafael has specialized in the completion of water resources projects and programs in the United States and internationally, including water supply, water and wastewater treatment and stormwater management. He is a licensed Professional Engineer in the states of Florida, Kansas and in Puerto Rico.
Rafael is member of the Board of Directors for the American Water Resources Association (AWRA), a national, multi-disciplinary professional association that focuses on comprehensive water resources management, for which he will serve as President Elect during 2016. He has published papers and delivered multiple presentations on comprehensive water resources topics, including water industry strategy, sustainable water planning, surface water management and water treatment technologies.
